Customs Clearance
Proper customs clearance taking into account traffic route of cargoes and border customs clearance plays very important role in foreign economic activity.
Our specialists and partners will consult you in relation to transport provisions of foreign economic contracts, help you in customs clearance and declaration of export, import and transit goods.
Main documents required for export clearance
- Brokerage agreement (copy);
- Copy of foreign trade agreement (contract);
- Invoice issued by the Seller to the Buyer;
- Copy of export transaction passport executed by a bank, certified with seal and signature of an executive;
- Bill of lading (road waybill, CMR, railway bill, airway bill, baggage waybill, CARNET TIR);
- Packing list;
- Other documents depending upon product specification (certificate of compliance, veterinary health and radiation certificates, certificate of the State Bread Inspection, product certificates etc.);
- Bank receipt (in case of prepayment).
Main documents required for import clearance
- Brokerage agreement (copy);
- Copy of foreign trade agreement (contract);
- Invoice issued by the Seller to the Buyer, with note of passage through the border customs station;
- Copy of import transaction passport executed by a bank, certified with seal and signature of an executive;
- Bill of lading (CMR, railway bill, airway bill, CARNET TIR)
- Packing list
- Other documents requested by customs applicant and customs body and required for customs clearance
(ST-1 certificate, certificate of the State Bread Inspection, veterinary control certificate, phytosanitary control certificate, certificate of sanitary and epidemiological station, certificate of the Standardization, Metrology and Certification Centre - copy of payment order for customs fees;
- Application on transfer of funds abroad, bank receipt (copy certified with seal and signature of an executive).
Documents required to obtain permit for release of goods from regional customs
- Freight customs declaration, 2nd copy (with stamped green strip) after release from regional customs.
- Commercial invoice certified with seal of the regional customs service.
- Bill of lading certified with seal of the regional customs service with stamp «Customs Release permitted».
- Letter of attorney issued by the Consignor to ATA, Ltd and submitted to the Tolmachevo (Sheremetyevo, Domodedovo) customs services for completion of customs clearance and shipment of cargo — 2 copies.
- Application* of the Consignor filed to the customs service with request to confirm release of cargoes from the customs territory of the Russian Federation with attachment of the following documents:
- 3th copy of freight customs declaration (with stamped yellow strip) after release of goods from the regional customs.
- Airway bill (AWB) with the notes made by the border customs service.
- Copies of bill of lading and Invoice certified with seal of an organization.
- Copy of customs inspection report certified with seal of a customs officer (if any).
- Copies of permitting documents stated in graph 44 (freight customs declaration) certified with seal of the regional customs service (inspection officer) or originals of permitting documents (originals will be returned to a consignor).
- Electronic copy of Freight Customs Declaration (FCD).
Procedure applied by the Exporter to confirm actual export of the Goods outside the customs territory of the Russian Federation
REGULATED BY THE ORDER OF THE FEDERAL CUSTOMS SERVICE Dated December 18, 2006, No. 1327
In accordance with the requirements of Order No. 1327 the following measures should be taken tconfirm the fact of export:
- Tfile the APPLICATION tthe border customs service (Tolmachevo (Sheremetyevo, Domodedovo) (see sample APPLICATION in Appendix 2)
- Tstate reference No. and enter it into the Outgoing Correspondence Register of the consignor.
- Tattach the following documents tthe Application:
- 3th copy of FCD (with stamped yellow strip);
- Airway Bill (AWB) or Bill of Lading;
- Invoice
- Envelope with the st ate signs confirming payment of mail services and with return address of an organization;
- Originals or copies are submitted tthe Customs Service.
- Copies should be certified with SEAL of an organization, SIGNATURES of Director and Chief Accountant.

Documents are checked and sent tthe Applicant within 20 days from the date of receiving the Applicant’s request and documents (copies) by the customs service.
Information on progress in document preparation can be obtained in the customs service on the basis of the Reference Number of the Application.
Documents with the notes confirming actual export of goods are sent by the Border Customs Service tthe Applicant by mail in the envelope submitted by the Applicant tthe stated return address.
Conveyance of goods across the border by natural persons
Regulated by the Government Regulation dated November 27, 2003, No. 715, Government Regulation dated November 29, 2003, No. 718 and Government Regulation dated January 23, 2006, No. 29).
Quantitative (weight) and value limitations on conveyance of goods.
Natural persons may import the goods (except for transport means) in their accompanied or unaccompanied luggage, with total value of not more than 65 thousand rubles and with total weight of not more than 35 kg.
If these norms specified above are exceeded, but total value of the goods imported is not more than 650 thousand rubles and/or their total weight is not more than 200 kg, single rate of customs (30% of customs value of declared goods) will be applied in relation to these goods, but not less than 4 Euro per kg.
If total value of the goods imported for personal use exceeds 650 thousand roubles and/or their total weight exceeds 200 kg, such rates of customs and taxes will be applied as set by the general regulations and the conditions of tariff regulation and taxation for persons involved in foreign economic activities.
